Founded in 1889, the urban/suburban development of Lakewood was incorporated in 1969 with the goal of consolidating utilities and governance. Originally, Charles Welch and W.A.H. Loveland, the former president of the Colorado Central Railroad, developed the 13-block plat along Colfax Avenue. The area of the city is 42.5 square miles now. Because there is no downtown, the Town Council ingeniously came up with plans to demolish an aging and declining mall, the Villa Italia Mall, and built a modern downtown area, called Belmar, in its place. The place for community events and activities, the well known Belmar consists of a variety of residential, retail and cultural developments.

The Town Council is an imaginative group within a community of inventive and artistic individuals. The community boasts many talented artists and a few thriving cultural and heritage groups who provide a variety of activities, classes, displays and events throughout the year. Some examples include live performances at the Lakewood Cultural Center, the Sounds Exciting Summer Concert Series, Community festivals, classes and workshops dealing with art, crafts, pottery, galleries, art in the parks, etc. Unusual, hands-on classes and activities are presented by the Division for Heritage, Culture and the Arts.

Jeffco is home to a number of great schools, including an International Baccalaureate high school, which Newsweek ranked as number one in Colorado. Situated in the surrounding areas, additionally, there are universities, quite a few colleges, and trade schools.

The biggest employer of the otherwise diverse economy is the government. The Denver Federal Center, which employs the greatest number of government employees outside of Washington, D.C., currently has 6,200 people working there, and approximately 3,930 in its school system. The next biggest employer is a manufacturer of medical devices, employing 1,654. $48,109 is the average income of households.

The city, a Home Rule municipality, ranks fourth largest in the state. With 90,000 merely a few decades ago, the increase highlights the desirability of the area. When it incorporated, it was one of the biggest populations to become incorporated in U.S. history.
